It’s difficult to say how many gray whales roamed the oceans before the beginning of commercial whaling in the 1800’s and 1900’s, but one thing is for certain: gray whale populations had plummeted to critical levels by the 1930’s.

In the mid-1930’s, the League of Nations adopted bans on commercial whaling, the first international agreement of its kind. Since then, gray whale populations slowly recovered, though new research suggests they still aren’t back to their pre-whaling numbers.
